The Eckman Pazk Mine, Mine 1 and <br />Mine 2 have been mostly reclaimed. Portions of the permit area have been granted final <br />bond release. Other portions of the permit azea have received partial (Phase I) release. <br />Facilities associated with the Eckman Park mine have been transferred to the Foidel Creek <br />Mine permit, along with the affiliated reclamation liability for the facilities. <br />The Division has identified the following problems with the permit. Please address the <br />listed items: <br />1. The Division has conducted two (2) Applicant/Violator System checks. The first <br />check, on September 9, 1996, resulted in a "conditional issue" recommendation. The <br />Division sent a letter to CYCC, on September 11, 1996, requesting updates to the <br />Eckman Park permit to reflect Ownership and Control information as outlined in <br />Shazon Fetherhuffs letter to the Office of Surface Mining- Applicant/Violator <br />System Office, dated August 2, 1996. On November 26, 1996, the Division again <br />queried the AVS. The resulting system recommendation was "Deny". Please contact <br />the OSM-AVS office in Lexington, KY, to confirm what action CYCC needs to enact <br />in order to procure a system recommendation of "issue". A copy of the AVS <br />recommendation and Cyprus Amaz Minerals Company's, August 2, 1996, letter to <br />OSM-AVS is enclosed. <br />2. Please clarify the permit acreage; acreages listed in the permit renewal application <br />differ from permit table 117, which also differs from affected acres shown on, and <br />digitized from annual reclamation maps. Please provide current acreages of the total <br />permit azea, privately owned acreage, Federally owned acres, affected acres, and <br />disturbed acreage. <br />
