In Appendix 13-1, the Colorado Dischazge Permit that the Division has on file, <br />No. COG-850000, has an expiration date of 30 June 1997. Please provide the <br />Division with a copy of a current Colorado Dischazge Permit. <br />In Tab 22, Air Quality Control Plan, the Air Emissions Permit the Division has on <br />file, No. OOR00297F, is only a DRAFT PERMTI'. Please provide the Division <br />with a copy of a current Air Emissions Permit. <br />Rules 4.14.1(2)(f)(iv) and 4.14.3 <br />6. On page 2 of Tab 18, under the heading "Covering Coal and Acid and Toxic <br />Forming Materials", HGTI states that "...all debris and coal fines will be disposed <br />of in a manner which will prevent contamination of the surface and groundwater." <br />The Division requests that HGTI include a more detailed narrative of how and <br />where the coal fines will be disposed, keeping in mind the requirements of Rule <br />4.10.4(5). <br />` Rules 4.13 and 4.30 <br />7. HGTI placed the Hayden Gulch Loadout in temporary cessation in 7 November <br />1997. On 12 July 2000 the Loadout was returned to active status. Finally, on 14 <br />October 2001 the Loadout was again placed in temporary cessation. The Division <br />realizes that, while the owner/operator may be exploring additional opportunities <br />for the Loadout, the site has been inactive for many yeazs. The Division questions <br />whether the current facilities aze, at this point, operational and requests that a <br />more detailed narrative regarding the future of the Loadout be provided. Included <br />in this narrative should be the reason(s) for the Loadout not being reclaimed, in <br />accordance with Rule 4.14.1(1) as well as the reality of future uses for the <br />Loadout. <br />Miscellaneous <br />8. Please update the text in Tab 1, Hayden Gulch Loadout Summary, to reflect the <br />events that have occurred in the past several yeazs (permit renewa101, transfer of <br />ownership of HG mine, etc.). Please update the references on page 2 to the <br />Loadout being used to "load-in" coal if necessary. <br />9. Figure 17-I, Reclamation Timetable, shows when particulaz operations may be <br />performed (based on weather conditions). Pursuant to Rule 4.14.1(1)(d), please <br />provide the Division with a more specific reclamation timetable that addresses <br />when particular reclamation activities will take place relative to one another (i.e. <br />
