The revision was <br />submitted by Bowie Resources Limited. All review and comment periods as provided in the Act and the <br />Regulations initiate from this date of filing. <br />Approval of this technical revision would allow a change in the approved mine plan. The change would <br />permit longwall mining in the western portions of two longwall panels, within the currently approved <br />permit boundary. The proposed limited longwall mining would occur in private and federal coal. The <br />federal coal is managed by the Bureau of Land Management. The right of entry to the federal coal has <br />been obtained through the approved Iron Point Tract Federal Coal Lease COC-61209. About 904,000 <br />tones of private coal and 286,000 tons of federal coal are involved in this revision. No new surface <br />disturbance would occur, although subsidence of the surface will take place with longwall mining. <br />The underground coal mining operation is on land located approximately 5 miles northeast of Paonia, <br />Colorado. The permit area is fiuther described as follows: <br />Portions of Sections 2, 3, 4, 9, 10, 1 1, 14, 15, and 16, Township 13 South, Range 91 West of the 6th P.M. <br />The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Bowie. <br />Because the above referenced technical revision application would incorporate additional lands into the permit <br />area or might otherwise alter previously approved permit conditions or mitigation measures, we are requesting <br />your agency's evaluation of the proposal. Your comments and concerns relating to the adequacy of fish and <br />wildlife resources information, the fish and wildlife plan, and the reclamation plan as it relates to fish and wildlife <br />considerations, including potential impacts to threatened or endangered species, are requested. If wildlife habitat <br />is the proposed postmining land use, we request your evaluation of proposed woody plant stocking levels, planting <br />arrangements, and methods for mitigation of potential adverse impacts. <br />
