Box 1612 Natural Resource Trustee <br />Paonia, CO 81428 <br />Re: West Elk Mine (Permit No. C-1980-007) <br />Technical Revision Application No. 112 (TR-112) <br />E Seam Methane Drainage Wells for Longwall Panels E2 - E12 (Conceptual plan) <br />Deaz Sir or Madam: <br />The Division of Reclamation, Mining and Safety has received a revision for the West Elk Mine. The <br />revision was called complete on October 16, 2007. The decision due date is December 15, 2007. <br />The operator proposes a conceptual plan for drilling methane drainage wells to the mine's underground <br />workings in longwall panels E-2 through E-12. These panels have been proposed in the operator's <br />application for Permit Revision 12, which is currently in review by the Division. This conceptual drilling <br />plan is proposed to begin in the year 2009 and, in approximate numbers, includes the construction of 48 <br />access roads and 131 drill pads, from which 142 wells will be drilled. Four staging azeas will also be <br />established. In total, the aggregate new surface disturbance will be approximately 80.2 acres, all on <br />National Forest lands. The precise locations of the roads, drill pads, and wells for panels E-2 through E- <br />12, and the amount of required reclamation bond, aze proposed to be established in a subsequent <br />application for a revision to the mining permit, which the operator currently plans to submit to the <br />Division in early 2009. Please note that the application for TR-112 was submitted simultaneously with an <br />application for TR-111 which is a conceptual drilling plan for methane drainage wells in panel E-I.
