Long <br />Division Dueclor <br />Susan, I have reviewed Peabody Western coal Company's submittal of a minor revision for <br />the addition of a modular office building, MR-42. This building will be placed at the <br />existing office facilities location. Since a modular unit is proposed construction activities will <br />basically consist of site grading and creation of concrete footers. <br />As stated in the approved permit, (Tab 12, Page 12-38), "Topsoil was removed in the <br />proposed mine office area prior to any disturbance by construction activities". Consultation <br />with Exhibit "12-1" Operations plan map indicates this soil was stockpiled in topsoil stockpile <br />A. No additional topsoil salvage will need to occur prior to construction of the proposed <br />office. <br />Peabody Western included a reclamation cost estimate for demolition and disposal of the <br />building and foundation. I have verified their numbers and calculations and am in <br />agreement with them. Approval of this office construction will increase Peabody Western's <br />liability on the permit area by $3,508.00. The Division currently holds bond documents for <br />this Permit totalling $11,673,859.00 ($ 1,491,736.00 applies to pre-law portions of the Seneca <br />II complex). This additional liability for the office area will bring Peabody's liability to <br />$6,536,362.00. This will leave an excess of $ 3,645,761.00. Peabody Western maintains <br />adequate bond to cover liability estimates for reclaiming Permit area C-80-005. <br />If you have any questions, please ask. <br />b:\C80005MR.42 <br />
