Letter to Tonv Lucero 2 April 16, 2002 <br />The DMG concurs with the proposal to use rounded gravel (as opposed to crushed angular <br />gravel) as liner cover fill. However, absent a specific set of specifications for the liner <br />cover fill, the DMG is not prepazed to approve the placement of the fill. The requirement <br />for an acceptable specification includes a gradation specification for liner cover fill that will <br />be well graded (a blend of particle sizes, equally distributed within the particle size limits), <br />and a particle size maximum not to exceed passage through a 1-inch sieve. In addition, the <br />specification must provide a detailed description of the methods, in terms of the mechanics <br />of earthmoving, that will be employed to spread the liner cover fill out onto the pond liner. <br />2. Pond 1.2 at the Henderson Mine is an Environmental Protection Facility (EPF) as defined <br />in Rule 1.1(15) of the Hazd Rock/Metal Mining Rules and Regulations of the Mined Land <br />Reclamation Boazd. As an EPF, Pond 1.2 is subject to the reporting requirements of Rule <br />8. The DMG considers that Rule 8 reporting requirements include notification of any <br />damage to the Pond 1.2 geosynthetic liner that could cause a loss of containment of any <br />fluids stored in Pond 1.2. <br />In summary, Henderson is approved to proceed with placement of water treatment sludge from the <br />Urad plant into Pond 1.2 at the Henderson Mine using either a loader that will not transgress onto the <br />geosynthetic liner or a conveyor belt system as described in previous TR-008 documents. No <br />equipment, whether it be conveyor support structures or any other type of apparatus, may be trafficked <br />onto the lined azea of Pond 1.2 unless and until the DMG approves a specification for the installation <br />of a minimum 24 inch placement of liner cover fill. <br />If you have any questions, please contact me at my direct line number 303/866-4063. <br />Sincerely, <br />~~ L ~~ <br />Allen C.
