CO 80903 / o~~~sinn Dheclor <br />RE: Willis Pit, Permit No. M-1992-003, Financial Warranty (Reclamation Bond) Amount <br />Dear Mr. Houghton: <br />Recently the Division received from your office an application for transfer of the above permit to Silver Mountain <br />Preserve, Inc. and for that company to succeed Huerfano County as operator of the Willis Gravel Pit. <br />Silver Mountain Preserve is required to submit a financial warranty that covers the cost for the State to reclaim the pit <br />in the event the permit is ever revoked. I have calculated the reclamation cost to be $14,900.00 for the greatest <br />amount of disturbance allowed by the permit as it is presently written. The permitted azea is 8.57 acres; however, the <br />Reclamation Plan Map states that the entire disturbed area... is approximately 5.19 acres. <br />This bond amount is higher than what is average for a pi[ [his size. Planned grades; topsoil stockpile location; haul <br />distance and topsoil replacement depth,as planned,contribute to the higher cost estimate. <br />After Silver Mountain Preserve transfers to the permit, the company can request revisions to the mining and <br />reclamation plans and the bond amount can be substantially reduced. At the present time, there is no fee tc request a <br />revision of this type (I IOc) of permit. <br />I have enclosed most of the reclamation cost calculations and a cost summary for yourreference. <br />Your application is considered incomplete until the financial warranty is submitted and approved by the Division. <br />Please submit a reclamation bond in the amount of $14,900.00.
