ENVIRONMENT, INC. • • PAGE 2
DELTA SAND AND GRAVEL
SPRING CREEK PIT -PERMIT NO. M-94-097
based on the length of the highwall, the height of the bank and shape of the final slope.
Closer analysis suggests that we should use the lower number which better represents the
amount of dirt having to be moved to create the slopes.
TASK 2 -RIPPING COMPACTED AREA, The only area I can think might need ripping is the area
used for the processing plan and stockpile azea. We have estimated this to be approximately
10.0 acres ±. I really question whether this is even necessary since there will be a layer of
gravel left over the shale bedrock underlaying this site. Once the topsoil is replaced on the
plant site, 7'h inches deep, an adequate root zone should be in place, and the ripping would
serve no purpose. The only other areas that may need ripping would be roads, but under our
plan the roads will remain so the landowners will have access to the property. I have not
included ripping in the bond calculation as I feel it is frivolous and unnecessary.
TASK 3 - RESPREADING TOPSOIL ON AREA, Here again I think using a swell factor is
improper. Using the same azgument as described under the Tasx 1 discussion, we would
actually be moving 12.5% more soil than necessary to do the job. If we use the same 85%
shrink factor we would have to move 17,142 cubic yards from the topsoil piles, to have
20,167 cubic yards of soil to place on the disturbed area. I used this number in the bond
calculation since it better represents the actual amount of dirt to be moved.
Task 4 - Seeding, I agree with your numbers in this section and have used the per acre cost for
the 20.0 acres.
TASK $ -DEMOLITION OF ASPHALT SPILL PAD AND BERM, I do not know where this came
from. There aze no asphalt pads on the site or proposed in the future. I dropped this and
the associated equipment and mobilization costs from my calculations.
TASK 6 -MOBILIZATION AND DEMOBILIZATION, Iused your numbers but reduced them to
take TASx 5 associated costs out based on the discussion above.
TASK D - RE-CUTTING DITCHES AND DRAINAGES, This is not necessary. The ditches will
be maintained so no additional work will be necessary if mining ceases in mid-plan. The
drainages will be graded to maintain historic flows as they are disturbed so no additional
work will be necessary. I dropped this cost from the calculations as well.
