C-81-003
Dear Mr. Stover:
The Division has completed a preliminary review of Beaz Coal Company's application for
Technical Revision No. 25 (TR-25), and has the following comments regarding the adequacy of
the application.
The Division is concerned with the proposed location of the pond, since it is at the toe of
an active slide. Bear Coal Company should consider constructing the pond in a more
stable area, and if such an azea would not be feasible, document that this is the case.
Please consider alternate locations for the pond or consider adding the discharge into the
existing site pond.
2. Has Bear Coal Company applied for a new outfall under their CDPS permit, or will an
existing outfall location be modified? The Division will need a copy of approval for the
discharge from the CDPHE before this revision can be approved.
Does Bear Coal Company intend to treat the mine water prior to discharge? If so, please
provide information regarding the treatment process. -.
4. Please provide additional information as to how the water from the slide area will be
directed to the pond. If structures, such as pipes or channels are to be installed, design
information must be included in the revision application.
~. The design information for the pond does not appear to consider any storm water inflow.
If the pond is not intended to treat any surface runoff, a diversion ditch will need to be
designed and constructed, and storm water considered for the pond surface and area
between the diversion and pond only.
