EXHIBIT E <br /> RECLAMATION PLAN AND TIMETABLE <br /> ' Reclamation Plan <br /> ' The final planned use of the affected land is Planned <br /> Development-Industrial . <br /> As part of this plan, Mobile Premix plans to structure the <br /> ' reclamation for an interim use of Wildlife Habitat/Open Space. <br /> Reclamation Standards <br /> ' As part of our concrete/aggregate business, we create a certain <br /> amount of concrete rubble. This rubble will be incorporated <br /> ' into the backfill to create land for future development. Should <br /> there not be enough backfill to completely fill the excavation, <br /> a small pond will be created. The area around the pond will <br /> have slopes of 3 to 1 above and below water. <br /> ' The final land use will be industrial, with an interim use of <br /> wildlife habitat/open space. Two aspects of this land use need <br /> ' to be addressed in the revegetation of the area. First, as <br /> noted it is planned to backfill the property. Should it not be <br /> possible to backfill all the property, then a small pond will be <br /> created. If this is the case, it is unlikely the pit slopes <br /> ' around the outer perimeter of the lakes will undergo <br /> development. Therefore, these slopes could be returned to a <br /> more natural setting. Second, the industrial site will be <br /> developed at some time, but such development will have to be <br /> with one of the other adjoining parcels. This is due to the <br /> fact that access to our parcel to the south is only sufficient <br /> ' for a small service road. In the event the development does not <br /> occur within a year of completion of mining and backfilling, a <br /> contingency reclamation plan has been designed to protect the <br /> soil surface. <br /> Pond Shore Reclamation <br /> ' The outer pond shores will be planted with grasses . This will <br /> provide an excellent cover and erosion control capability as <br /> well as a pleasant view from the industrial area and the <br /> adjoining city trail . The pond slopes and level areas behind <br /> ' the slopes will be planted with the following seed mixture: <br /> Rate (Lbs. PLS/Acre) <br /> Western Wheatgrass 4. 4 <br /> Sideoats Grama 3 . 3 <br /> ' Switchgrass 1 . 65 <br /> Big Bluestem 1 . 1 <br /> Yellow Indiangrass . 55 <br /> 11 <br /> Seeding rate is 11 lbs./acre drilled or 22 lbs./acre broadcast. <br />
