Permit M77-424 Amendment 1 <br />Evaporation Pond <br />Exhibit E <br />Page 3 of 6 <br />The evaporation pond consists of a lined 4-acre, 5-foot deep pond as described in Exhibit <br />D. The disturbed acreage for the pond includes the area within the security fence <br />surrounding the pond, an area of 10 acres. <br />Reclamation of the evaporation pond will consist of the following tasks: <br />1. Characterization ofpond precipitate and sediment. Pond precipitate, sediment, <br />and water, if present) samples will be collected and analyzed for metals, and <br />inorganic and organic elements, using the TCLP. The results of the TCLP <br />analysis will be submitted to DRMS and waste will be disposed of according to <br />state solid waste disposal regulations. <br />2. Disposal ofpond precipitate and sediment. Removal ofpond precipitate and <br />sediment will preferably be conducted under dry conditions, i.e. after pond water <br />has evaporated. Should liquid be present, it will be pumped into a vacuum truck <br />or appropriate container and transported to an appropriate waste disposal facility. <br />Alternatively, pond water may be used for site dust control if approved by state <br />agencies. Solid precipitate and sediment waste will be collected using small <br />rubber-tired mechanical equipment (skid loaders) taking care not to tear the <br />1-IDPE liner. A brushing or sweeping system may be employed to conduct this <br />work. All precipitate and sediment will be containerized in appropriate containers <br />and transported to an approved licensed waste disposal facility. <br />3. Liner Disposal. The HDPE pond liners will be cut and rolled into manageable <br />pieces and put into appropriate disposal containers, and transported to an <br />approved licensed waste disposal facility. Other materials that were in contact <br />with the retort water will be characterized, and if approved by state and federal <br />agencies, will be buried on site. Otherwise, materials will be transported to an <br />approved licensed waste disposal facility. <br />4. Soil Oualitv Confirmation. Soils underlying the liners will be inspected for <br />indications of past pond leakage and exposure to retort water. Indications of <br />leakage may include discoloration, wet or damp soils, or the presence of <br />precipitated salts. Soils that may indicate contamination will be sampled and <br />analyzed for appropriate metals, inorganic, and organic elements or compounds. <br />Background soil samples will also be collected from soils in undisturbed areas <br />outside of the wildlife security fence. Analytical results from exposed soils and <br />background soils will be compared and if approved by state and federal agencies, <br />exposed soils will be buried on site. Otherwise, contaminated soils will be <br />transported to an approved licensed waste disposal facility. Verification sampling <br />will be conducted to verify that all contaminated soil has been removed. <br />5. Concrete Demolition. Vaults and structures associated with inlets, outlets, and the <br />leak detection system that did not contact retort water will be demolished and <br />
