/ \``
TWENTYMILE COAL COMPANY
29515 ROUTT COUNTY ROAD 27
OAK CREEK, COLORADO 80467
September 30, 1999
Janet Binns
Environmental Protection Specialist
Division of Minerals and Geology
1313 Sherman Street, Room 215
Denver, Colorado 80203
RE: Technical Revision No. 99-32, PHC Revision
Permit No. C-82-056
Dear Ms. Binns:
RECEIVED
OCT 051993
Division of Minerals 8 Geology
The attachments provide TCC's responses to the concerns raised in the Division's letter of
August 11, 1999. I have not listed each concern and associated response due to the fact that it
was mainly focused on format changes and minor text changes. I believe the changed materials
will allow for easy substitution into the existing application package.
In reference to Exhibit 14, Hydrologic Monitoring, the attachment serves to replace the existing
exhibit. Table A has been consolidated to show the current and proposed monitoring sites, and
historic information no longer relevant to the program is eliminated from the exhibit. I believe
this makes the exhibit more concise and easier to interpret.
to reference to salt loading downstream, as it relates to material damage of AVF's, of TCC's
discharge points the text as been expanded to reflect how the Fish Creek Borehole calculator is
used to eliminate this potential concern. The Division is awaze of this tool and how TCC uses it
to manage discharge from the mine to control impacts to the downstream AVF's. With this in
mind, an example was provided as to how the calculator is used to determine discharge from the
mine based upon water quality and flow data from the creek and the quality of the effluent.
TCC's commitment to use the calculator negates the potential for material damage to the AVF's.
If there aze further questions, please contact me at your convenience.
Sincerely,
~t.~ ~~~~~II~
'chard Mil
Environmental Manager
Attachments
Cc: Routt County Clerk and Recorder
File: I;\en\environmental\revison\tech-r\tr9932aderesponsecl.doc
