DEPARTMENT OF NATURAL RESOURCES
David H. Gelches, Executive Director
MINED LAND RECLAMATION DIVISION
DAVID C. SHELTON, Director
Richartl D. Lamm
Governor
July 2, 1986
Mr. Bob Weaver
O.C. Coal Inc.
P. O. Box 772
Gunnison, Colorado 81230
Re: Permit Renewal, O.C
Dear Mr. Weaver:
Mine No. 2, File No. C-80-002
Please find enclosed an application form to be used in preparing the permit
renewal for the O.C. No. 2 Mine. This renewal form was recently approved by
the Mined Land Reclamation Board at its June meeting.
Also, I have included a memo used by the Division in reviewing permit renewals
from an administrative viewpoint. It is not a policy statement and should not
be considered as such, I thought it, and the procedures for processing
revisions memo referenced in it, may be helpful in preparing your application.
The application form and guidance have only recently been approved and I must
apologize in not being able to provide more guidance to you earlier. However,
the permit renewal for O.C. No. 2 may not prove to be too complicated and,
hopefully, will not prove to be difficult. As I mentioned earlier, the main
thing to keep in mind is changing only those sections of the permit which are
outdated and can be more appropriately described with current information. In
particular, the expected production schedule for the life-of-mine, the federal
coal leases which were tentative at the time of the initial permit approval,
the status on the receivership with Randy Hobbs, current operations and any
planned reclamation activities, and the reduction in the hydrologic monitoring
program recently revised need to be addressed and rewritten as replacement
pages. Hopefully, the guidance memos may assist you in preparing the renewal
application.
Once you have had a chance to look over these materials and review the
existing permit document for changes, please give me a call. If I can be of
any assistance prior to the July 22 submittal date or if you run into
problems, please do not hesitate to contact me.
Sincerely,
~ G' '~i l l
C///John T.
