Riverbend Operation 112c <br />Permit Amendment Ol, Permit No. M-2000-016 <br />Dear Mr. Squire: <br />The following responses have been prepazed to address the Division's concerns raised in the <br />fourth adequacy review. Specifically, this letter is in response to Kathleen Sullivan's <br />memorandum dated July 25, 2005 Rule 6.4.3 EXHIBIT C -Pre-mining and Mining Plan Map(s) <br />of Affected Lands, Items I through 8. To maintain consistency with the other responses drafted <br />by Lafarge West, Inc. and the Applegate Group, each of the Division's comments is quoted in <br />italics and followed by our response. <br />We have enclosed a Ground Water Monitoring and Mitigation Plan (Attachment A) to address <br />the Division's comments regarding Rule 6.4.7 Exhibit G, Water Information based on what was <br />reviewed in Lafarge's meeting with the Division on August 12, 2005 and the subsequent sixth <br />adequacy review we received from Kathleen Sullivan. The applicant has performed groundwater <br />level monitoring and groundwater modeling. The groundwater modeling indicates that <br />groundwater levels will decline during the dewatering phase of the mine operations. The <br />applicant acknowledges that declining water levels may adversely impact wells and trees near <br />the extraction cells. Attachment A has been prepared to protect wells and trees from water level <br />declines due to the applicant's mining operation. <br />Rule 6.4.3 EXHIBIT C -Pre-minine and Minine Plan Map(sl of Affected Lands <br />Response 1 of the June 24, 2005 "Second Adequacy Review Response, "states that all maps <br />"have been modifred to remove references to discharging to either the Lupton Bottom Ditch <br />or Big Dry Creek. " However, the new Mine Plan maps, Exhibits C2-C4, drawn by Tetra <br />Tech RMC, still show "dewatering discharge" routed to these waterways. Please amend the <br />maps to remove any incorrectly located symbols and to reflect discharge only to the South <br />Platte River. <br />The dewatering symbols have been changed on the map and arrows added to them to provide <br />clarification regarding discharge locations.
