Interoffice Memorandum
Walker to File
Mazch 24, 1998
Excavation of 3,800,000 cubic yazds of material from the end walls of the East and West Pits for
drainage cuts was reduced to 300,000 cubic yazds. The 300,000 cubic yards of drainage cut is
associated entirely with the West Pit. The East Pit will engage a natural drainage.
A detailed comparison can be accomplished by reassigning work elements of the cost estimates.
Reductions in earthwork costs are the most significant. In general, the estimated total
reclamation liability following approval of TR 37 was $19,567,807, of which $14,427,261' was
for earthwork. The total liability cost estimate was increased to $19,581,899 during the time
between TR 37 was approved and TR 43 was submitted. The total liability cost estimate
developed by TR 43 is $15,670,521, of which $ 11,154,984= is for earthwork associated with the
current reclamation plan.
Although some increases in the costs of certain line items such as vegetative maintenance,
facilities demolitions (inflation), etc., are demonstrated in the revised estimate, reductions other
than earthwork reduce the estimate by $639,101. This $639,101 is composed of items such as
reductions in subcontractor indirect costs ($2,363,(16 to $1,935,105), administrative indirect
costs ($563,394 to $466, f 23), and a $62,073 unspecified increase to the previous estimate as a
result of negotiations with the Division.
~ Table 4, Revised August 5, 1996, TR 37, Total All Direct Costs minus Facilities Removal minus Pond
Maintenance minus Other CMLRD Stipulated Costs.
~ Table 2, Revised March 3, 1998, TR 43, Subtotal All Direct Costs minus Facilities Removal.
