Post-mining Structures
Dear Mr. Weaver:
The Division has reviewed Energy Fuel Mining Company's application for a revision to the
postmining structures at the Raton Creek Mine (C-82-055). This revision updates the
description of remaining structures at the mine site since reclamation activities have
occurred in 1994. The revision organizes landowner and government entity contact letters
into one location, Addendum E, updates table of contents, omits several pages that no
longer apply since reclamation activities, and replaces maps 12 and 17-1.
Structures that have previously been approved to remain after phase IIl bond release
include:
1) Mine access road: This road allows access to the reclaimed mine site and remaining
structures, as well as access to the east side of the permit area. The road was
requested to remain post-mining in a letter from Mr. A. J. Iuppa, landowner, dated
June 23, 1982. On November 19, 1993 with Technical Revision No. l0,the Division
approved the road for permanent retention.
2) Shop Building: The landowner, Mr. A.J. Iuppa requested in a letter dated
February 2, 1983 that this structure remain post-mining for his use and support of his
existing cattle ranching operation. The Division approved the retention of this
structure prior to Energy Fuels Mining Company acquisition of the permit in 1987.
This structure supports the pre- and postmining land use of rangeland, in accordance
with Rules 2.05.5(2)(d) and 4.16.
3) Permanent Channel Diversion: This diversion reroutes the Starkville Gulch under
and around the mine bench area and the refuse area. This diversion was designed
to pass a 100-yr, 24-hour precipitation event (Rule 4.05.4(2)(6)) of 465.60 cfs.
