Long <br /> Division Director <br />Re: Raton Creek Mines (C-82-O55); Technical Revision No. 17 <br />Post-mining Structures <br />Dear Mr. Weaver: <br />The Division has reviewed Energy Fuel Mining Company's application for a revision to the <br />postmining structures at the Raton Creek Mine (C-82-055). This revision updates the <br />description of remaining structures at the mine site since reclamation activities have <br />occurred in 1994. The revision organizes landowner and government entity contact letters <br />into one location, Addendum E, updates table of contents, omits several pages that no <br />longer apply since reclamation activities, and replaces maps 12 and 17-1. <br />Structures that have previously been approved to remain after phase IIl bond release <br />include: <br />1) Mine access road: This road allows access to the reclaimed mine site and remaining <br />structures, as well as access to the east side of the permit area. The road was <br />requested to remain post-mining in a letter from Mr. A. J. Iuppa, landowner, dated <br />June 23, 1982. On November 19, 1993 with Technical Revision No. l0,the Division <br />approved the road for permanent retention. <br />2) Shop Building: The landowner, Mr. A.J. Iuppa requested in a letter dated <br />February 2, 1983 that this structure remain post-mining for his use and support of his <br />existing cattle ranching operation. The Division approved the retention of this <br />structure prior to Energy Fuels Mining Company acquisition of the permit in 1987. <br />This structure supports the pre- and postmining land use of rangeland, in accordance <br />with Rules 2.05.5(2)(d) and 4.16. <br />3) Permanent Channel Diversion: This diversion reroutes the Starkville Gulch under <br />and around the mine bench area and the refuse area. This diversion was designed <br />to pass a 100-yr, 24-hour precipitation event (Rule 4.05.4(2)(6)) of 465.60 cfs. <br />
