an offsite disposal cost. Costs for breaking the concrete floor of the shop building and moving the pieces will be <br />influenced by the dimensions and reinforcement of the concrete. (3) If these concrete details are known, please <br />provide them so that costs may be calculated. <br />Likewise, costs for backfilling the portal with rock will be affected by the volume of rock to be used and the <br />equipment to be mobilized for the task. (4) If known at this time, please provide the adit dimensions, the type of <br />equipment to be used, and the slope gradient on the exterior surface. <br />The grading of the dump faces to a maximum of slope of 2:1 is adequate. (5) Does this stated 2:1 gradient also <br />pertain to other slopes created on the site (such as the cut faces above the benches, or slopes adjacent to the <br />roads)? <br />The access roads are part of the permitted area, and the degree of their reclamation should be specified in the plan. <br />This could include grading the cut or fill slopes, permanent drainage concerns, possible culvert removal, ripping <br />and seeding, etc. (6) Please clarify what the road reclamation will consist of. <br />There is a topsoil stockpile to be used for reclamation. Obviously, topsoil replacement is a bonded task, so if <br />certain details can be provided a better cost calculation may be made. (7) Please clarify the volume of topsoil <br />present, what portions of the site will be topsoiled, and the depth it will be spread. <br />The proposed seed mix appears very similar to the former seed mix, and is adequate for the site. It is assumed that <br />the seeding rates given are for pounds of "pure live seed" per acre and not for bulk seed. (8) Please clarify if that is <br />the case. The revision packet does not specify what application method the new seed mix and the rates refer to. <br />Note that on slopes steeper than 3:1 a tractor is not used to drill the seed, and though a dozer can pull a drill, it <br />cannot traverse the slope horizontally. This means that furrows will run up and down the slope. If the seed is <br />broadcast, dragging the surface afterward to incorporate the seed is required. (9) Please specify the method of <br />applying the seed. <br />The original plan does not specify the use of fertilizer or mulch. It is assumed that these aspects of the plan will not <br />change. Please let me know if this is incorrect. <br />Reclamation Map (Exhibit E -Rule 6.3.5(3)1 <br />Based on the details of this technical revision, a reclamation map must be prepared. It must depict the site in its <br />fully reclaimed state. Please refer to Rules 6.2.1(2) and 6.3.5(3) for map standards and required content. The base <br />prepared for the new mining map is excellent and may be used in a modified form for the reclamation map. As <br />long as the new reclamation map conforms to all the reclamation details to be approved in this revision, and <br />conforms to the new boundaries, the Division's decision on this revision does not need to be delayed until the <br />submittal of the reclamation map. It may be prepared and submitted after the decision is made on this revision, if <br />such submittal is made within 60 days after the decision. (When you submit the new map, please submit two <br />copies and clearly mark one of them for use in the Durango field office.) <br />The decision date on this technical revision is set for September 3, 2003. Please provide your written responses to <br />the questions above with enough time before the decision date so that the information can be reviewed. If <br />additional time is needed to prepare and submit the responses, a written request for extension may be submitted. <br />Until adequate responses are received, this revision cannot be approved. <br />I am required to state that if the revision is not adequate by the close of business on the decision date, and the date <br />has not been extended, the revision may be denied. <br />Approval of this revision will bring the outdated and inadequate portions of the file up to date, and will also act to <br />correct the last of the outstanding problems on this permit. When it is approved, the revision approval letter will <br />reflect this fact. <br />
