Div. <br />4 <br />June 9, 1987 <br />Stated another way, it is immaterial what the actual historic premine range <br />site mean is as long as the postmine mean is within the calculated range of <br />premine historic means with a high level of confidence. <br />Division Comment: <br />6) Trapper proposed that the average of the last two consecutive years of <br />herbaceous production must be greater than the standard [o conclude that <br />revegetation is successful. Rule 4.15.7(5) requires that, "the revegeta- <br />tion success criteria ... shall be met for at Least the last two consecu- <br />tive years ..." Therefore, the actual samples values for herbaceous pro- <br />duction must meet the standard individually (not an average) for the last <br />two consecutive years of the liability period. <br />Response: <br />We concur and have changed the proposed herbaceous production standards to <br />re Elect annual comparisons for the last two consecutive years of the period of <br />responsibility. <br />Gregg, I see the above as the only remaining issues for production. If the <br />Division will accept either of the above proposed methods, then the issue <br />should be resolved for production.
