As you are aware, immediately following the issuance of my October 31, 1991
memo recommending approval of the Ute Water District's water supply pipeline,
Powderhorn Coal informed the Division that the design would be amended.
Following several exchanges with Larry Retschke, Powderhorn's engineer, Larry
requested that I contact Ute's consultant, Westwind Engineering, directly. In
the absence of Steve LeBondi, the project engineer, Mr. Gerald Williams
responded to my inquiries.
Mr. Williams informed me that the amendments were completed at the request of
the contractor. The contractor reports that the importation of gravel trench
bedding would be inordinately expensive. As an alternate, as depicted in the
attached engineer's schematics (FAX'd to me by Mr. Williams), the 6 inch PIP
water supply pipeline will be encased within a 15 inch PIP outer pipeline. In
addition, a 4 inch drain pipe will be installed within the 15 inch encasement
to intercept any water which might leak from the main. The fifteen inch
encasement pipeline will continue through all reaction blocks, and the 4 inch
drain pipe will daylight at the toe of the waste pile facial slope.
With the inclusion of the attached engineer's schematic and plan for the water
main supply pipeline construction, I recommend that the amended TR-12 be
approved by the Division.
