- :._,
Mr. Randall P. Price
April 15, 1994
Page Two
In chose areas where remaining fill is indicated, there were also a number of shallow to
moderately deep (5-15 feet) sub-parallel erosional gullies. During construction of the overburden
stockpile, these gullies were filled in with overburden material. During final backfilling and
grading activities, Kerr established a relatively uniform regraded surface and did not attempt to
reestablish the previous gullies which would tend to channelize runoff and result in potential
erosional instability. Overburden material remaining in these gully areas is probably also a
component of the indicated remaining fill.
During final backfilling and grading activities, Kerr utilized both conventional survey methods
and visual indicators (variations in material color and the presence of vege[ative material
including roots) to determine the lower limit of the stockpiled material. Every effort was made
to recover all stockpiled material for placement in the adjacent 720 Pit.
Given the mapping information indicating possible remaining fill in two locations on the south
end of the former overburden stockpile area, Kerr proposes to inspect these areas for visual
indications of any remaining fill. It is anticipated that the volume of any remaining fill will not
be significant and [hat this material can be effectively placed and blended into the existing fill
during topsoiling activities. Based on DMG comments during our informal site inspection in
March, Kerr also plans to shift the postmining drainage at the south end of the 720 Pit
downslope to enhance long-term stability. This minor modification will require less than one
day of dozer time and will also be completed in conjunction with topsoil replacement activities
in June.
We appreciate your continuing cooperation and input relative to effective final reclamation of
the Marr Mine. Please feel free to contact me if you have any questions regarding this
transmittal or require additional information relative to our partial bond release request.
Best regards,
TerraMatrix for Kerr Coal Company
Jerry Iettleton
Project Manager/Senior Engineer
JMN:cmc
enclosures
cc: D.
