Overall, the plan represents significant improvement over the existing
topography with respect to geomorphic stability and achievement of approximate
original contour (AOC). It is apparent that distinct differences still exist
between CYCC's and the Division's interpretation of AOC, but it appears that a
satisfactory resolution will be achieved, despite those philosophical
differences.
We do have several remaining technical concerns, which are detailed below.
1. We have a number of concerns with regard to the revised Eckman Park
Post-mining Topography Map (Map 48-A).
a. Temporary structures such as topsoil piles, roads and diversions
should not be depicted on the post-mine map. Roads that will be
retained should be depicted in their post-mining condition.
b.' Channel 31-3 is not shown as continuing through the newly
proposed post-mining topography to its confluence with the Area 7
drainage. A channel in eastern Area 9/10 is also shown as ending
abruptly, when in actuality it is tributary to the major drainage
in that area. These channel reaches should be depicted.
c. In our letter of March 5, 1987, we reouested that the need for
stabilization of drainage 9/10-3 be addressed. The response was
that "Drainage 9/10-3 does not appear on the new mapping."
Indeed, it does not now appear on the map and we request some
clarification. Does a channel exist on the ground? If not, why
\ 423 Centennial Building, 1313 Sherman Street Denver I r
Coo ado 80203-2273 Tel. (303) 866.3567
