<br />1.0 Permit Boundary Revision. <br />To better facilitate the planned mining and reclamation efforts in Colt pit, <br />an expansion of the permit perimeter south of the pit is required. In 1984, <br />this portion of the permit perimeter was given to Empire Energy Corporation. <br />Trapper needs to take back approximately 96 acres of the exchanged area and <br />and replace it within our permit area. Attached permit maps M3 and M10H <br />iliustrate the new permit perimeter fur the area. Fig. 1-1 is a letter of <br />notification to Empire Energy Corporation advising them of the boundary <br />change. <br />2.0 1987 Mine Plan <br />As stated earlier, the purpose of this revision is Co allow Trapper to begin <br />mining in Colt and Browning pits. Colt pit has been inactive during the cur- <br />rent permit term. To allow mining to begin in 1988, stripping of topsoil, <br />overburden blasting, pit pumping, construction of sediment control struc- <br />tures, and haul roads need to be completed in 1987. <br />2.1 1987 Projected Disturbance <br />Map M10H shows the additional disturbance required fur Colt and Browning pits <br />in 1987. Approximately 96 acres of topsoil will be stripped to allow fur <br />blasting, road development and construction of drainage control structures. <br />All topsoil to be removed will be placed in stockpiles fur future use in the <br />area. Section 4.9 of Trapper's mining and reclamation permit discusses top- <br />soil handling. <br />Improvements on existing roads and the construction of new roads will be <br />required in 1987. This will allow access for topsoil handling equipment and <br />to drill and blast ac [ivities. See Section 3.7 of. Trapper's mining and <br />reclamation permit for road construction details. Map M9 shows the proposed <br />road locations. Reclamation activities concerning topsoil stockpile stabili- <br />zation and reclaiming of mined areas will be as outlined in Section 3.6 of <br />Trapper's mining and reclamation permit. No deviation in Trapper's approved <br />reclamation plan is projected. <br />In the event that overburden removal and mining of the coal does nut occur, <br />the area disturbed by stripping, overburden drilling and blasting will be <br />smoothed such that the approximate original contour is reestablished. Top- <br />soil will be replaced and treated in conformance with our existing mining and <br />reclamation permit. The area would then be seeded with seed mixes approved <br />by the Division. <br />2.2 Blasting Activities <br />Following the completion of topsoil stripping 'in Colt pit, overburden blast- <br />ing will commence. Blasting procedures as outlined in Sec. 3.4 of Trapper's <br />Mining and Reclamation Permit will be followed. <br />cunt. <br />
