IC was learned late in 1986 that Empire Energy <br />will conduct underground long wall mining operations under portions of, ur in <br />close proximity to, Trapper Mine's surface mineable reserves starting in <br />approximately 1992. In order to prevent possible loss of Trapper's surface <br />reserves, Trapper must start topsoil removal and conduct blasting operations <br />in this area in 1987. <br />If surface mining activities are not initiated in 1987, then either under- <br />ground mineable or surface mineable coal reserves could eventually be lost. <br />Empire's long wall operation will progress a[ a Easter rate than possible for <br />Trapper's surface operations. Thus, Trapper must enter the area and have <br />completed the extraction of surface mineable coal reserves cell in advance of <br />Empire's operations. If surface operations are not completed in a timely <br />manner, then surface blasting operations could result in unsafe conditions <br />for the long wall operation and possible loss of these reserves to Empire. <br />However, if surEac'e mining were to follow the long wall underground operation, <br />Trapper could suffer loss of substantial surface mineable coal reserves. <br />Expected subsidence from long wall mining has the potential to fracture [he <br />overlying strata and surface mineable coal seams. The result of the fractur- <br />ing could prohibit successful overburden drill and blast operations and con- <br />taminate surface recoverable coal reserves. Thus, Trapper deems i[ in our <br />best interests [o mine the surface mineable coal reserves prior to Empire's <br />long wall underground mining. <br />Undec the terms of our existing mining and reclamation permit, the Division <br />has previously determined that adequate baseline information exists [u con- <br />duct mining and reclamation operations in the Cult and proposed Browning pit <br />areas. Further, Colt pit was active previously and will be reactivated under <br />this cevision. Enclosed with this permit revision are plans adequate to <br />address the first phase of the proposed activity, specifically, road <br />construction, sediment and drainage control, topsoil handling, blasting <br />cont. <br />P.0.
