Simpson <br />Stale Engineer <br />Thank you for the referral concerning Weld Count}~s application for a Special Review Petmit <br />to dry mine gravel located approximately 7 miles east of Longmont and 1/2 mile north of the Del <br />Camino development, abutting the south side of St. Vrain Creek. Included in the Count}rs referral <br />package was Mined Land Reclamation's Exhibit G, concerning the Water Information. <br />According to the application, the pit will be dewatered to allow dry mining operations and <br />the crushing process will be dry. Water will be lost through dewatering, aggregate removal, dust <br />suppression and evaporation during the life of the operation. The Reclamation Plan will be the <br />development of impounded ponds with excavations below the groundwater table. <br />An application for a request for a substitute water supply plan and payment of fees for a <br />gravel pit well permit application for the Hokestra Gravel Pit were made to this office in July 1990. <br />We cannot dISCern if the submittal made in July 1440 is identical to the January 1993 report by <br />Nelson Engineering submitted to the County. Pursuant to Colorado Revised Statutes, we have <br />forwazded the 1990 engineering report to our consultants, Wright Water Engineers in Denver, for <br />review. To date, they have not recommended approval for the out-of-priority depletions due to <br />gravel mining operations at this pit. <br />We have two remazks in summary. First, we cannot recommend approval of the Count}~s <br />Special Use Permit for Gravel Mining and Reclamation if the operation does not have an approved <br />water supply plan and permit from this office for causing out-of-priority depletions due to exposing <br />groundwater. Second, in order to expedite our approval of the necessary plan, would the County <br />please recommend to the applicant to contact either myself or Gary Witt of Wright Water Engineers <br />to coordinate efforts on this approval process? <br />Thank you in advance for any coordination efforts you maybe able to help us with.
