Reclamation Bid Proposal, Hazdship Lode, M-87-027 <br />Dear Mr. Tezak: <br />The Division received and reviewed the bid proposal from Rapid-Ex, Inc. for final reclamation <br />activities at the referenced site. <br />Tn order to compare apples to apples you need to have the company break down the costs in a <br />similar fashion that were presented to you by the Division. For instance, the Division estimates <br />that it will cost $2,569 to replace 7,529 cubic yards of topsoil, $5,780 to grade 13,333 cubic yards <br />of waste rock on the outslopes (this is based on the approved 40 foot highwalls), $1,227 to rip 6.5 <br />acres of pit floor, $5,557 to reseed 8 acres of disturbance (with an estimated 30% failure rate) <br />with the approved seed mix (9 # of Western Wheatgrass, 1.4 # of Little Bluestem and .90 # <br />Arizona Fescue per acre) and mulch, and $516 to mobilize the equipment from Westcliffe. <br />Actually, the bid for mobilization of the equipment from Canon City is reasonable and reseeding <br />costs would be reasonable if they only represented the initial seeding operation fora 6 acre <br />permit. However, as you know, many of the reclaimed mine sites need a second seeding <br />(sometimes three seedings) due to various adverse climate and soil conditions that do not allow <br />vegetation to establish in some azeas. Also, the seeding cost bid would be closer to actual if <br />Rapid-Ex would have included the entire 8 acre permit azea. L` Rapid-Ex, Inc. would include <br />funds for reseeding some portion of the mine site (the Division's estimate is 30%), and include <br />the entire permit area, their reseeding costs would be acceptable. Once the direct costs have been <br />determined the Division will add the overhead and profit and project management costs (about <br />21.85%). <br />Also, since I am not familiar with Rapid-Ex, Inc. would you have them provide me with a <br />company brochure or provide me with a brief history of the company (how long they have been <br />in business, whether they are a Colorado corporation, who the company officers are, etc.). <br />Submit [he revised data by November 1, 2000 (30 days). <br />
