discrepancy between Bond Release map Exhibit B, wherein shading <br />indicates the Topsoil Pile L area was graded in 1993, and the 2005 Annual <br />Reclamation Report Grading Map, which shows that the Topsoil Stockpile <br />L area has not been regraded. The 10/OS aerial photo, which is the base <br />for the maps, appears to show at least a portion of the stockpile still in <br />place (the steep, bare, south facing slope of this stockpile is highly visible <br />from mine areas to the south). Exhibits A and B will both need to be <br />amended as appropriate. <br />Stock Ponds T-20, T-18, and T-5. These stock ponds have been proposed <br />in the permit as permanent structures, but they have not as yet been <br />approved. Permit Application Page 5, of Tab 13, contains the following <br />statement. <br />Permanent impoundments will be reevaluated prior to bond release <br />and remedial construction performed to satisfy the appropriate <br />sections of the regulations. Prior to submittal of a bond release <br />request, SCC widl submit a complete technical revision demonstrating <br />that each permanent impoundment meets the requirements of <br />4.05.9(!3). <br />The "Ranch Road" along the eastern ridgeline, that extends to the south <br />across the reclamation from its junction with the permanent Ridgeline <br />Access Road. It is our understanding that the road will be left in place for <br />some period of time to facilitate access for maintenance during the <br />liability period. However, the route has not been approved as a permanent <br />road, and is to be graded and seeded prior to final bond release. As such, <br />the road should be excluded from the shaded bond release area on the <br />map. <br />2. The length of Haul Road "G" that has been regraded to post-mine <br />configuration is included in the bond release request area. The road has been <br />proposed as a permanent structure, and landowner requests for retention of <br />Road "G" were recently submitted within Minor Revision No. 61 (MR-61). <br />The cover letter to MR-61 appropriately states that As-Built drawings will be <br />provided as final grading and reconstruction is completed for the permanent <br />roads. The Division has not yet received As-Built drawings for the <br />reconstructed Haul Road "G". The certified As-Built drawings will be <br />necessary for completion of the bond release inspection and evaluation, and as <br />such, the documentation will need to be included in the bond release <br />application, if Road "G" is retained in the application. <br />Salt River Agricultural Improvement and Power District is listed on map <br />Drawing 3-1 of the approved permit as a permit area landowner, however <br />documentation of bond release notification was apparently not provided in the <br />
