This relocation is necessary due to the recent development of a landslide in
the immediate vicinity of topsoil pile A94-4 which could potentially jeopardize the stored topsoil
resource if not addressed. The landslide most probably resulted from unusually wet climatic
conditions prevalent at the mine site and surcounding area during the fall of 1997 and spring of
1998. Several slides are known to have occurred on native ground outside of the mine permit
area this spring. The landslide affecting topsoil pile A94-4 appears to be the result of an
instability developing in natural ground as opposed to replaced mine spoil. A scarp exhibiting
approximately ZO feet of displacement encompasses a portion of the topsoil pile and extends into
undisturbed native ground adjacent to the pile. The extent of the slide and the involved azea of
the topsoil pile are depicted on the enclosed Figure 1. Topsoil pile A94-4 relocation (MR-163).
Topsoil pile A94-4 had been stable since 1994 when it was established. No topsoil was lost as a
result of the slide.
Trapper proposes to relocate that portion of the topsoil pile affected by the slide (as shown on
Figure 1) and any additional portions of the pile which might be jeopardized by further
development of the slide in the future. The topsoil will be moved to a previously undisturbed
area immediately east of the existing pile location. The exact extent of the potential new
disturbance is not known at this time. Trapper proposes to identify the as-built location of the
relocated pile and the resulting extent of any additional disturbance in the 1998 Annual Report.
In the interim, additional bonding calculations have been included in the pending PR-04
application to address the proposed new disturbance. Tables 1.4-1 and 1.4-9 as submitted under
PR-04 are included with this minor revision application as backup information only. After the
topsoil pile has been relocated, Trapper will establish a monitoring system to track any further
P.O. Box 187 Craig, Colorado 81626 (970) 824-4401
