Eonti <br />Divi~iun Dueaur <br />Re: Review of Technical Revision No. 28, Cresson Project, M-80-244 <br />I completed a technical review of CC&VG's latest TR submittal which involves a revision of the <br />toe berm (increasing the height by 2 feet) and a modification of the coarse shaft backfill and fine <br />shaft backfill gradation specifications. <br />Both of these items were discussed at the March 5, 1999 meeting with CC&VG where it was <br />decided that the revisions were minor but significant enough to require a technical revision <br />submittal to address [he revisions. <br />CC&VG proposes to increase the height of the toe berm to approximately 9,312 feet above mean <br />sea level instead of 9,310 feet above mean sea level as approved in the recent Amendment No. 7 <br />application. The increased height will reduce [he width of the toe berm crest [0 12 feet. The <br />operator is required to comply with all other approved specifications related to the construction <br />of the toe berm raise (compaction, soil liner fill, applicable geomembrane specifications, etc.). <br />If the operator rips, tears or punctures the existing liner system during excavation operations, the <br />operator shall commit [o repairing the geomembrane with certified liner material and shall <br />comply with the approved welding, etc., specifications. <br />As required, the operator submitted a replacement drawing to show the additional two feet of <br />height proposed for the Phase II toe berm. This will replace drawing number 9 in Volume II of <br />the Amendment No. 7 application. Also included in this TR application are two replacement <br />pages for Volume III, Appendix I of Amendment No. 7 which reflects the minor revisions of the <br />coarse shaft backfill and fine shaft backfill gradation specifications. <br />I recommend approving TR-28 as submitted with one stipulation, as noted above. <br />cc: James Stevens, James Pendleton <br />
