The Section 16 Fill Inspection Plan has been <br />amended to provide for review and approval by the <br />Division of any changes in the fill prior to <br />construction of the fill. <br />4. The Inspection Plans have also been clarified <br />to add additional emphasis to the natural gravity <br />sorting of spoil material. The overriding <br />assumption will be that the presence of gravity <br />sorted spoil material, with the largest rocks <br />evident at the bottom of the dump face, results in <br />the conclusion that the underdrain is not <br />contaminated by spoil. The demonstration project <br />described above will provide the basis for this <br />assumption.
