Gunnison No. 1 Mine, - <br />File No. C-80-007 <br />Dear Mr. Conn: <br />We have completed our adequacy review of your revision application concerning <br />use of less than 4 feet of cover on the lower refuse pile. The application <br />does not contain sufficient information and data from test plots utilizing <br />various soil depths and aspects over a number of years. Therefore we are <br />unable to approve the application at this time. <br />We believe however, based on vegetative success attained on the north side of <br />the pile, that use of less than 4 feet of cover is appropriate and will not be <br />a deterrent to good reclamation. We are therefore suggesting that your <br />revision application be converted to an experimental practice application, If <br />you are interested in converting, the app]ication should be amended to address <br />the requirements of Rule 2.06.2. <br />If you do not wish to convert, the application should be amended to include <br />test plot designs and a commitment to begin placement of 4 feet of cover on <br />all other areas. <br />In addition the application should include an analysis of percent combustible <br />material within the pile, and a detailed monitoring program to evaluate <br />erosional status, incidence of combustion, and revegetation success as <br />compared to reference area data. These items will, be required regardless of <br />the approach you wish to take. <br />If you have any questions, please feel free to give me a call.
