As <br />a result of our review, we have the following questions and comments. <br />EFCI needs to revise Map 20 to indicate that the collection ditch will be moved to accommodate <br />the pile expansion. <br />2. The volume figures provided by EFCI indicate that there will be a balance of soil removed and <br />soil replaced. When settling and handling due to loss are considered (usually around 10-15%), <br />however, there may be a shortage of subsoil. EFCI should make an effort to salvage more than <br />the 4-6' planned, to ensure that the required total of 4' of cover is achieved. <br />3. When EFCI initially permitted the refuse azea borrow in TR-20, there was discussion that EFCI <br />expected to encounter boulders in the subsoil which would decrease the volume which would <br />ultimately be available to cover the refuse pile. The proposal under review now does not consider <br />that predicted volumes might not be obtained if boulders are encountered. Has EFCI done <br />additional soil investigation to rule out this problem? <br />The Division has not yet reviewed the application for geotechnical adequacy. We will forwazd comments <br />regarding this portion of the review as soon as it is completed.
