<br />The landfill area, a previously mined wadge area pit, will be <br />reclaimed at the end of mining. Deadlines for backfilling and <br />grading of these areas are presented on Exhibit 13-2. (4.14.1) <br />2. The Division has approved the retention of box cut spoil or initial <br />cut spoil outside the pit area since the applicant has demonstrated <br />that such material is not required to achieve approximate original <br />contour in accordance with 4.09.1. Excess spoil was generated in <br />the Wolf Creek Area, and was placed in a fill adjacent to the <br />initial box cut. Information concerning the fill is located in Tab <br />i2 of the permit application. (4.14.1(2)(d)). <br />3. Small depressions in the backfill will be used to minimize erosion, <br />create or enhance wildlife habitat, conserve soil moisture, and <br />promote revegetation. The Division proposes to approve their <br />construction. The operator will have constructed a total of ten <br />temporary impoundments in reclaimed areas by the end of 1992. The <br />impoundments will serve as a water supply for livestock and wildlife <br />in the area. Details of the construction and location of these <br />impoundments are located in Attachment 7-2 of Tab 7 of the permit <br />application. (4.14.2(3)). <br />4. The Division proposes to approve the applicant's plan for disposal <br />of debris, acid-forming or toxic materials, or materials <br />constituting afire hazard in a manner designed to prevent <br />contamination of ground or surface waters. A contingency plan has <br />also been developed to prevent sustained combustion of flammable <br />materials. Details of the mitigation plan for acid-forming spoils <br />encountered in the Wolf Creek mining area are located in Tab 6 of <br />the permit application package. (4.14.3(1)(a)). <br />Spoil materials with pH values of less than 5 and an acid base <br />potential (ABP) of less than -5 will be covered with two to three <br />feet of suitable spoil material, or will be treated with application <br />of lime. <br />Materials found to contain high concentrations of sodium will be <br />disposed of in mining pits or will be covered with two to three feet <br />of suitable spoil. <br />All exposed coal seams remaining after mining will be covered with a <br />minimum of four feet of the best available material. <br />VIII <br />5. The Division proposes to approve the method and design <br />specifications for covering of acid and toxic-forming materials in <br />order to prevent leaching into surface and ground water and to <br />insure backfill stability. (4.14.3(2)). <br />Revegetation <br />Information regarding revegetation practices and success criteria can be <br />found in Tabs 10, 12, and 13 of the permit application package. The <br />following findings were made reviewing that information: <br />Soil stabilization practices at the mine include ripping on contour where <br />topsoil slippage may occur, and use of a cover crop or mulch in <br />conjunction with seed application. <br />-31- <br />
