Luchhead <br />e.e~„nve Uneaor <br />nL~hael q Lnnp <br />Uieiswn pireUOr <br />The Division of Minerals and Geology hereby issues notice, in accordance with Title 33, Anicle 34, <br />Section 118, Paragraph 3 of the Colorado Revised Statutes, that on April 10, 1996, an application to renew an <br />existing permit to conduct coal mining operations at the Canadian Strip Mine was considered complete for the <br />purposes of filing. All review and comment periods as provided in the Act and the Regulations initiate from <br />this date of filing. <br />The applicant proposes to continue reclamation operations on land located approximately 12 miles east of <br />Walden, Colorado. The permit area is further described as follows: <br />Township 8 North. Rance 78 West. 6th P.M. <br />Section 2: Portions of SW'k <br />Section 10: SE ~k NE'ti NE'k <br />Section l 1: W ~k NW'/, <br />The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Johnny Moore <br />Mountain. <br />The Canadian Mine was a surface mine which was reclaimed in years 1979 through 1981, with a final 55 acres <br />reclaimed in 1987. Two ponds remain on site as permanent impoundments to support the post-mining land use <br />of rangeland and wildlife habitat. Phase I and I[ bond releases have been granted for the reclamation work <br />accomplished. <br />Because the above-referenced permit renewal application might alter previously approved permit conditions or <br />mitigation measures, we are requesting your agency's evaluation of the proposal. Your comments and concerns <br />relating to the adequacy of fish and wildlife resources information, the fish and wildlife plan, and the <br />reclamation plan as it relates to fish and wildlife considerations, including potential impacts to threatened or <br />endangered species, are requested. If wildlife habitat is the proposed pos[mining land use, we request your <br />evaluation of proposed woody plant stocking levels, planting azrangements, and methods for mitigation of <br />potential adverse impacts. It is the Division's understanding that the operator has been in contact with your <br />office regazding woody plant density. <br />A copy of the permit renewal is enclosed. In order for us to comply with regulatory time frames, we request <br />that comments be submitted to the Division of Minerals and Geology at the above address by 5:00 p.m. on <br />
