Section V of the review lists <br />three points for which the Division requested a response by July <br />28, 1995. Following are Minrec's responses to the Division's <br />questions and requests: <br />1. The legal, financial and compliance information contained in <br />the permit is not up-to-date. Enclosed are revised pages 5 - <br />14 which provide the up-dated information. <br />2. The species diversity standard contained in the permit is <br />unusual. It is uncommon to specify sod forming and bunch <br />grasses as part of a technical standard. To quote from page <br />13 of the Division's October 1988 vegetation guidelines, "In <br />general, for herbaceous vegetation, the number of perennial <br />herbaceous species contributing greater than 3 aercent <br />relative production or cover in the pre-mine data for each <br />affected community designates the number of species, the <br />seasonality and the life forms to be established on the <br />reclaimed area. Therefore, in order to bring the diversity <br />standard into general compliance with the Division's <br />guidelines, Minrec proposes to revise the diversity standard <br />to require four cool season grasses with each grass species <br />having a minimum relative cover of three percent. Enclosed is <br />revised page 1131 which presents the revised species diversity <br />standard. <br />3. Exhibit Z has been revised to show the culvert is the <br />monitoring point designated for flow measurements in Hubbard <br />Creek. The upstream and downstream monitoring points will <br />remain in the same location and be used for only quality <br />measurements. Revised Exhibit Z is enclosed. <br />
