Long <br />Drvoion Director <br />We are in receipt of your recent letter regarding the proposed end land-use change for the <br />Eckman Park Mine complex in Routt County. The Division of Minerals and Geology (DMG) <br />opposed and denied the Colorado Yampa Coal Co. (CYCC) Permit Revision No. 3 (PR-03-. <br />During an appeal hearing requested by CYCC, the Mined Land Reclamation Board (MLRB) over- <br />turned the DMG decision. The process is still pending further appeal, and an additional hearing <br />is scheduled before the MLRB during their October 20-21, 1993 meeting. <br />A review of the process, to date, is provided for your reference: <br />7/15/93 CYCC submits a revision application to eliminate all existing shrub re- <br />establishment practices and requirements for Permit No. C-81-071. <br />10/13/93 Division of Wildlife (DOW) submits objection letter. <br />10/15/93 CYCC publishes first notice of application in Steamboat Pilot. <br />11 /05/93 CYCC publishes second notice of application in Steamboat Pilot. <br />1 1 /18/93 DMG sends adequacy letter requesting additional information. <br />12/01/93 U.S. Fish and Wildlife Service submits objection letter. <br />2/01 /93 CYCC responds to DMG adequacy letter. <br />2/10/93 DOW sends responses and again recommends denial. <br />2/26/93 DMG issues decision to deny the PR-03, and publishes this decision in the <br />Steamboat Pilot on March 1 1 and March 18, 1993. The decision is sent to Routt <br />County Clerk and Recorder for public review. <br />4/08/93 CYCC requests MLRB review of the DMG denial. <br />4/19/93 DMG sends more detail regarding the denial to CYCC. <br />
