They require that certain field work be conducted at the
site and appropriate responses be submitted by February 14, 1990.
Specifically, mapping and site inspection are necessary prior to preparing
stipulation responses.
Sttpulatlon No. 5 requires preparation of certified postmining topography
maps. I have spoken with Mr. Murray Snyder of Falcon Air Map Company (the
firm who did the original mapping for the Grassy Creek Hine) regarding the
passibility of conducting aerial photography, phatogrammetry and mapping of
this area during winter months. Nr. Snyder indicated that mapping can be
generated from winter photography but 1t certainly will not tie well xith
previous mapping which was done in the area. Mr. Snyder also indicated that
maps developed under these conditions would not meet acceptable map accuracy
standards. Accordingly, 1 believe that the maps would not meet the
requirements of the Colorado Mined Land Reclamation Division and certainly
would not be of the accuracy or quality necessary for certification by an AC2
registered Professional Engineer. I strongly recortmend that appropriate
actions be taken to gain a time extension with the Colorado Mined Land
Reclamation Division and Board to delay this work until the snow has melted
in the Grassy Creek Mine area.
Stipulation No. 5 also requires that Rockcastle prepare a discussion
compartng the premining topography with the postminfng topography regarding
eroslonn] stability, compatibility with postmining land uses and integration
with local topography. In order to prepare such discussions in a manner
acceptable to the Colorado Mined Land Reclamation Division, the individual
preparing this information will need to observe the actual regraded surface.
Due to the remote location and heavy snow cover of the Grassy Creek Hine,
access to the area and visual observations of the site will be precluded
until the snow cover has melted.
