We do n i t agree that the 15-day deadline for our response set by your request lis appropriat and <br />note that the Service's position on a project cannot be assumed without our official responses At <br />this time) the Federal action agency or its designated representative have not provided the <br />Service with an evaluation of the potential effects of the project on threatened~,ior endangered <br />species, and their habitats. It is your responsibility or that of the Federal action agency to do so. <br />A written threatened and endangered species assessment should be prepazed and submitted to the <br />Service for review. The ultimate conclusions of your assessment should be expressed as "effect <br />determinations" for each of the species considered (e.g., no effect, beneficialeffect, may affect <br />but not likely to adversely affect, etc.). Your analysis of project effects should'be sufficient to <br />provide the rationale that led to your concluding determinations. If your assessment contains <br />sufficient information and analysis, and contains concluding determinations of effect for each of <br />the threatened and endangered species under consideration, the Service can respond with a <br />decision (concurrence or non-concurrence) regazding your conclusions <br />The following outline of assessment components should assist you in preparing your evaluation: <br />1. statement of the species under consideration; <br />2. description ofthe proposed action and action area; <br />3. species accounts and status within the action area (including habitats);, <br />4. analyses of effects (direct and indirect) of the proposed action; <br />5. analysis of cumulative effects of future actions in the action azea; I <br />6. analysis of the alternate actions considered; ',I <br />7. your conclusions, stated as determinations of effect (e.g., no effect, not likely to adversely <br />affect, likely to benefit, etc.), along with the summarized rationale that leads to them. <br />The Servt~ce provides the following table of federally listed, threatened and endangered species, <br />and candidates for potential future listing, that could be affected by the proposed action.
