Technical Adequacy, Second Review
Dear Mr. Nettleton:
The Division of Minerals and Geology (Division) has, after receipt of the changes under
your letter of August 24, 2005, completed a review of the subject Technical Revision
application (TR) for technical adequacy. Three minor items require resolution. Please
address the requests presented in the following items with regard to the proposal to
construct the 6 North Mains Shaft and Associated Equipment and Facilities. Any revised
or added pages developed in response to the requests should be submitted with the date of
response annotated in the lower right hand corner.
Item 1. Page 2.05-45.6b. Lines 25 and 26. The discussion of compaction with regard to
the sedimentation pond conflicts with other descriptions of this feature. This feature is
described elsewhere as being an incised pond, with no embankments. Please delete so
much as reads "The sediment pond will be constructed by placing and compacting 8
to 12 inch lifts of fill material to 95 percent of maximum standard Proctor Density.",
or explain it purpose with regard to the other descriptions.
Item 2. The revised page 2.05-45.7, 08/22/05, omits the discussion with regard to the
(previously approved) Buffalo Forge Fan Silencer, and, as such, there is a loss of such
approval and continuity of text with unchanged page 2.05-45.8 (07/2/05). Please revise
the submission accordingly.
Item 3. The first 11 lines of text on revised page 2.05-84.2, 08/22/05 duplicate (with the
exception of the leading word) the last seven lines of unchanged Page 2.05-84.1,
07/02/05. Please revise the submission to eliminate the duplication and to provide
text continuity.
Item 4. Please note [Rule 4.06.2(2)(ii)] that a variance, approved by the Division, is
required to exercise the option of geotextile over topsoil in lieu of removal of topsoil.
Such a vaziance needs to be identified on appropriate drawings and maps, and the
