My initial concerns are: <br />1. The operator needs to update the Probable Hydrologic <br />Consequences (PHC) section of the permit application. <br />Please have the operator update the PHC section of the <br />permit application. <br />2. I feel that we need a better method of tracking trends in <br />specific parameters over time. <br />Please consult with the operator concerning the need to <br />graph specific parameters for specific sites over time <br />These specific parameters are those that have shown <br />significant increases in value since 1981 or have <br />displayed possible exceedances of Colorado Department of <br />Health stream receiving standards. <br />This tracking should be included in the PHC section of <br />the permit application and in annual hydrology reports <br />until such information is not deemed any longer of <br />diagnostic value. <br />I have included a second memo (dated September 21, 1992) <br />outlining the parameters that I feel are most critically <br />in need of being graphed in order to better display their <br />trends over time. See also, memo dated September 23, <br />1992 on 1991 Annual Hydrology Report. <br />3. In the updated Probable Hydrologic Consequences section, <br />please have the operator explain continued increases in <br />specific parameters since 1981 and exceedances since <br />either 1981 or 1986; see # 4 below. <br />4. Operator might consider combining information in 1981 and <br />1986 PHC's into updated 1992 PHC. <br />
