A minimum of six inches of topsoil will be put back on after <br />the landfill is complete and the area regraded. <br />c & d. Due to the varied reclamation plans for each removal area and <br />the intermediate use of these areas as overburden storage as <br />explained in Exhibit D there will not be a definite number <br />of acres reclaimed each year. Since it is planned to <br />reclaim Area 1 as pasture, this area cannot be reseeded <br />until it is filled to an elevation above the groundwater <br />table. In order to control dust every six months the <br />portion of Area 1 that is filled above the groundwater <br />table will be reseeded until the entire area is reclaimed <br />except the settling pond. Area 2 will remain an open pit <br />which will be pumped so that it may be used as a landfill. <br />It also will be reseeded in six month intervals by Coulson <br />Excavating, Inc. as the area is filled in by the City of <br />Loveland. If approval is not gained from the State Health <br />Department for use as a landfill, Area 2 will also be <br />reclaimed as a pond. In which case, every six months the <br />banks created by the excavation will be graded and seeded <br />to control fugitive dust. Areas 3 and 4 are planned to be <br />left as ponds, therefore the banks of these pits will be <br />graded and seeded in 6 month intervals just as the alternate <br />plan for Area 2. An average of approximately 2 acres of <br />either pit bank or actual pit area will be reclaimed each <br />year. The final reclamation which includes filling in of <br />the settling pond, reseeding it and the equipment area, <br />planting of Siouxland Poplar trees and general clean up <br />will be completed within a year after all mining is <br />completed. Thus, the total mining and reclamation time <br />will be sixteen years. <br />e. There is no real way to estimate when the City of Loveland <br />will complete its use of Area 2 as a landfill. The Street <br />and Alleys Dept. of the City of Loveland indicated they <br />will probably not need the fill site for approximately <br />eight years which correlates closely to the estimated time <br />Area 2 will be available as a landfill site. The site may <br />well be filled at or near the completion date of the <br />mining operation. In the event that the fill operation has <br />not been completed 6y that time, a technical revision will <br />be submitted to the Mined Land Reclamation Board. The <br />ultimate responsibility for reclamation will be Coulson <br />Excavating Company. I am enclosing a letter from the <br />Assistant to the Director of Public Works which states the <br />agreement between Coulson Excavating Company and the City <br />of Loveland, Colorado. <br />
