Box 758 <br />Greeley, Colorado 80632 <br />RE: Adequacy Review for Conversion of Thomas Gravel Pit No. 4, File No. M-81-286 <br />Dear Mr. Carroll: <br />An adequacy review of the above-captioned conversion determined several areas of <br />concern as listed below. In order to review your responses by the approval decision date <br />of January 13, 1993, please submit them to the Division by January 6th. <br />1 . The conversion changes permitted acreage from 9.7 to 75.14 acres. Exhibit <br />D map shows the additional acreage to be permitted overlaying the existing <br />pit with several acres falling outside of the new permit on the south <br />boundary. Because reclamation has not been completed nor has there been <br />a performance warranty release on these acres, they must be added to the <br />75.14 acres. The Division requests that a new acreage figure be submitted <br />and mapped to include that part of the existing pit which lies outside of the <br />conversion acreage of 75.14. <br />2. Because topsoil depth is variable on the site (less than 6 inches as stated in <br />Exhibit D or 3 inches per the SCD Soil Survey for Cascajo gravelly sandy <br />loam), the Division requests that a 6-inch layer total of topsoil and <br />overburden be salvaged and replaced at that rate, allowing for swell and <br />compaction factors. The additional overburden salvaged at the time of <br />topsoil salvage should contribute additional organic matter and nutrients <br />found in the top six inches, whether it be topsoil or overburden. <br />3. West Greeley SCD has recommended that if the topsoil stockpile is stored <br />for more than one year, the pile should be seeded with the recommended <br />grass mix. The Division likewise requests a commitment to stabilize topsoil <br />stockpiles when the resource is not reclaimed on a backfill area within a time <br />short enough to avoid deterioration from wind and water erosion (Rule 6.4 of <br />the Mineral Rules and Regulations). Please state method of stabilization if it <br />differs from the SCD plan of seeding topsoil stockpiles with the approved <br />seed mix. <br /> <br />
