This states, that <br />taking that is incidental to and not intended as part of the agency action is not considered <br />to be prohibited taking under the ESA provided that such taking is in compliance with the <br />terms and conditions of the Incidental Take Statement. <br />Uncompahgre fritillary butterfly: The Uncompahgre fritillary butterfly is restricted to <br />the higher San Juan Mountains in southern Colorado (Eager -per. comm.). There aze no <br />records of this butterfly being found in or near the North Fork V alley. This species is not <br />expected to occur in the Block Cleazance project azea due to habitat constrictions. Long- <br />term and cumulative effects on Uncompahgre fritillary butterfly aze not expected based <br />on the knowledge that: <br />• Potential suitable habitat for the Uncompahgre fritillary butterfly does not exist <br />within the project azea. <br />• The project will not affect any known areas that could possibly support <br />Uncompahgre fritillary butterfly. <br />• No new permanent roads will be constructed as part of project activities. The <br />temporary roads to be constructed will be obliterated after use. The access roads <br />do not run through habitat capable of supporting Uncompahgre fritillary butterfly. <br />• Cumulative adverse effects on the Uncompahgre fritillary butterfly by proposed <br />actions will not occur. <br />• The limited scope and scale of the proposed action means that Uncompahgre <br />fritillary butterfly habitat is not at risk, and population viability is not at risk. <br />Based on current information, the project will have No Effect on the Uncompahgre <br />fritillary butterfly. <br />Clay-loving wild buckwheat: The clay-loving wild buckwheat grows in alkaline clay <br />soils, locally referred to as adobes, on spazsely vegetated badlands of Mancos shale <br />(USFS 1984). The only known population of this plant is restricted to an adobe hills area <br />located between Montrose and Delta (Ellen Mayo, per. comm.). There are no records of <br />this plant being found in the North Fork Valley. This species is not expected to occur in <br />the Block Clearance project azea due to habitat constrictions. Long-term and cumulative <br />effects on clay-loving wild buckwheat aze not expected based on the knowledge that: <br />• Potential suitable habitat for clay-loving wild buckwheat does not exist within the <br />project azea. <br />• The project will not affect any known areas that could possibly support clay- <br />loving wild buckwheat. <br />• No new permanent roads will be conshucted as part of project activities.
