Box 591 <br />Somerset, CO 81434 <br />RE: RESPONSE TO THE MATERIALS STORAGE BENCH STABILITY <br />ANALYSIS REVIEW <br />Dear Henry: <br />We have reviewed the slope stability analysis memo on the materials storage <br />bench sent to you by Ms. Christine Johnston. It regards the technical comments of <br />the stability analysis calculations as provided by Mr. Bruce Stover of the Division of <br />Minerals and Geology. The main points stated in the memo were that the geologic <br />setting, the groundwater conditions, and the landslide potential (as identified in <br />GEO-HYDRO's consulting report) were not considered in the stability analysis <br />calculations. <br />In the Spring of 1993, Envirocon performed a detailed slope stability and <br />hydrogeology analysis of the West Elk Mine Site. The results of our analysis were <br />submitted on September 17, 1993 to Mountain Coal Company in the report titled <br />"Slope Stability Analysis at West Elk Mine." As part of this analysis, all geotechnical <br />investigations performed at this mine site, since its inception, were summarized and <br />incorporated into this report. Envirocon is fully aware of GEO-HYDRO's <br />recommendations and conclusions from their November 21, 1980, geotechnical <br />investigation. <br />The GEO-HYDRO consulting report, referred in the memo, (Job No. 1015-004 <br />Exhibit 14 - Geotechnical Design Study) only reviewed an area immediately <br />surrounding the now established main underground mine portals and did not review <br />the area where the proposed materials storage bench is to be constructed.
