..
PAGE TWO
NOVEMBER 27, 1991
SUSAN MORRISON
6. The acreage figures for leases COC-51551 and C-023703 have been corrected as indicated
in my letter of October 30, 1991 in response to your concerns for T.R. #28. You were mailed
copies of revised Maps 1, 2, 4 and 119 with the October 30 letter. With this letter, I am
enclosing two copies each of Map 1 (re-revised), 120, 122, 132, 133, 134, and 135.
7. BLM's approval of WFU's RZPZ application has already been mailed to you.
WFU's response to your subsidence review comments is as follows:
The general information requested in your November 7, 1991 letter has already been provided during the past
permitting process. At the request of CMLRD, WFU also conducted an elaborate subsidence monitoring
program, and submitted a report describing the outcome of the program. The D-Seam and B-Seam mine plans
have been approved by CMLRD as a part of the permitting process. The permit document clearly states that
any damage to the Lincoln reservoir or Halandras reservoir, or any structure will be repaired by WFU. It is
unlikely that we will be learning significantly more about the Deserado Mine subsidence characteristics by
conducting additional monitoring programs. Any further undertaking will be, in our opinion, an unwise utilization
of scarce resources available to us both in terms of personnel, time and money. Furthermore, CMLRD's
comments appeaz to have deviated from the main purpose of the permit revision application which is the
inclusion of lease COC-51551 in the existing mine permit area. We believe CMLRD's comments should be
limited to lease COC-51551.
I trust this letter adequately responds to your concerns. Please contact me if further clarifications are required.
Sincerely,
Murari Shrestha
Senior Engineer
ce: Don L. Deardorff, WFA
Bob Hagen, OSMRE, Albuquerque
Chief Solid Minerals Branch, BLM-Craig
Mr. Curt Smith, BLM-Meeker
Richard Holbrook, OSMRE -Denver
Tim Chervick, WFU w/2 copies
