Mr. C.E. Deering, Jr. -2- January 10, 1984
3. Tne plan should indicate the minimum thickness of topsoil to oE~ stripped
and stockpiled. From the SCS report, this seems to be'~c+ incY~es.
4. The maximum depth to be mined should be indicated.
Exhibit E - Reclamation Plan
1. We recommended that slopes be kept at 3:1 (h:v) or less in order to
facilitate successful revegetation and retard erosion.
2. Considering the inquiry in Exhibit D, number 3 above, the plan should
indicate the minimum thickness of topsoil to be replaced on disturbed
areas.
i 3. The SCS's revegetation recoirrnendations included in the plan gives two
separate seed mixtures: one with topsoil application, and one without
topsoil application. We would recommend that you consider planting all
the species (five species) from their report to improve diversi~:y
(obviously you will nave a topsoil medium available).
4. The SCS's report also states that mulch is necessary, but does not
recommend a rate. We would suggest that nay mulcn be applied at two
tons/acre, mechanically crimped.
5. We would also recommend an inexpensive soils test to determine Exact
fertilizer needs.
6. Any haul roads (other than dedicated accesses) should be reclaimed.
Exhibit F - Reclamation Plan Map
Per the comment given in Exhioit E, nwnber 1 above, the map should be revised
to reflect 3:1 final slopes.
Exhibit H -Wildlife
We suggest you request the Division of Wildlife to validate tneir 1911 report.
Exhibit M - Local Government Compliance
Will expanding the operation have any effect on zoning compliance?
Exhibit 0 - Legal Right to Enter
The legal description given on the deed of trust is not consistent witn your
Exhibit A of the permit application.
