USE BY SPECIAL REVIEW <br /> APPLICATION REQUIREMENTS <br /> PART TWO <br /> VARRA COAL ASH BURIAL PROJECT <br /> WELD COUNTY, COLORADO <br /> CGRS NO. 1-135-2755 <br /> A. The purpose of this project is to evaluate potential adverse liabilities of coal <br /> ash burial in saturated media. Specifically the project is intended to <br /> determine if coal ash can be used as an inert fill for the reclamation of gravel <br /> quarries. This USE BY SPECIAL REVIEW PERMIT application is submitted <br /> as an addendum to the USR permit 248. This project is a small-scale <br /> research project with an anticipated project life of three months. The area of <br /> interest covers much less than 0.50 acres (0.023 acres). <br /> • B. This project will provide information to private companies and governmental <br /> agencies as to liabilities associated with coal ash disposal and to methods <br /> and procedures in which to evaluate site specific criteria for the safe <br /> disposal of coal ash. <br /> C. The site is and active gravel quarry and surrounding land use consists of <br /> agricultural, rural residential and commercial open cut gravel quarry <br /> operations. <br /> D. The distance of residential structures in each direction from the test plot <br /> area are as follows: North - 1,000 feet; East - 3,900 feet; West - 1,200 feet; <br /> South - 4,800 feet. <br /> E. Not applicable. Varra Companies is conducting the pilot project as a <br /> research and development project. No other entities are involved with the <br /> program and no products will be distributed or sold. <br /> • <br />
