• .Banks and Gesso, LLC <br />Exhibit D -Mining Plan <br />Overview <br />The Applicant proposes to expand the mining site to increase long term slope <br />stability and safety, and enhance the reclamation of the existing quarry. Castle <br />Concrete's Pikeview Quarry was mined to the property boundary by Castle <br />Concrete and previous operators, utilizing traditional bench and highway mining, <br />with limited ability to reclaim the mining area to minimize visual impacts to the <br />community. This amendment adds approximately 26 acres to the permit area <br />(see Exhibit C-2, Pre-Mining and Mining Plan Map). The additional mining area <br />will be contiguous to the currently permitted operation, and will be excavated <br />from the top down. The additional excavation is designed to remove the unstable <br />and unsightly limestone highwalls and reclaim with more natural looking granite <br />cliffs interspersed with revegetated slopes. The proposed excavation areas will <br />be reclaimed as wildlife habitat. There are no changes in final land use for the <br />existing permitted land. The Reclamation Plan assumes the cost of restoring the <br />mining area to wildlife habitat. <br />Geologic Uncertainties and Mine Plan Review <br />This mining plan has been developed with all the information available today. It <br />must be noted that it is impossible to safely access the existing quarry highwall to <br />drill additional holes to determine more precisely the geologic contacts behind <br />the existing high-walls and at the base of the north and central ridges. The <br />design of the final slopes conservatively represents the location and physical <br />characteristics of the underlying granite formation. The Applicant will begin the <br />layback operations at the location of the first cliffs as indicated on the mining <br />map, but may encounter unforeseeable geologic conditions. The mining process <br />should be reviewed, with an inspection after each cliff and revegetated slope <br />configuration is constructed to verify the stability and parameters determined in <br />the report titled "Rock Mechanics Slope Design Criteria Pikeview Quarry Layback <br />Project", by Dr. John Abel (Appendix A). Should shallower reclaimed slopes or <br />cliffs be required, the final slope may have to be adjusted to accommodate to the <br />geologic conditions that are encountered. If extremely adverse conditions are <br />encountered it may be necessary to begin the reclamation highwall slopes along <br />the north and central ridges near the 600-foot setback from the existing property <br />line. The Applicant however is attempting to achieve long term slope stability <br />and visual improvements by starting the reclamation of the north and central <br />ridges at approximately 400 feet west of the property line. Some flexibility <br />should be left to the Operator on the best way to transition the layback slopes <br />into the partially backfilled benches that exist on the south ridge. <br />The other possible variation of the mining plan is excavation of the uplifted <br />sandstone formation from elevation 7450' to 7250'.
