6.4.5 EXHIBIT E -Reclamation Plan <br />4. The Applicant is considering a plan to reclaim silt ponds 5 & 6 on the south of the river to wetlands. <br />Unless otherwise specified by the Applicant, the Division will expect the ponds to be reclaimed under the <br />terms currently specified. However, the Division requests that the Applicant explain the basis for why the <br />wash fines aze excellent growth medium for grasses and there will be no need for re-topsoiling the ponds <br />prior to re-vegetation. Please respond. <br />5. The Applicant specifies storage of a maximum of 5,000 cubic yazds of inert fill and/or waste concrete <br />and reclamation of these resources by covering with 6 inches of topsoil and seeding with a grass mix. The <br />Division strongly suggests that the Applicant commit to providing a seedbed of at 24 inches of plant <br />growth medium over the backfilled inert fill and/or waste concrete prior to re-vegetation. The 24 inches of <br />plant growth medium may include process and/or wash fines as well as 6 inches of topsoil. Please <br />respond. <br />6. Please verify where/when during the history of Permit M-1974-069 the Applicant has specified the <br />batch plant and office azea facilities will remain during final reclamation. (These facilities aze more <br />commonly associated with apost-mining land use of industriaUcommercial rather than recreation and <br />developed water resources). Please respond. <br />6.4.7 EXHIBIT G -Water Information <br />7. The Applicant has specified that this sand & gravel operation is not expected to directly affect surface or <br />groundwater systems other than evaporation from the ponds which will be replaced by the applicant. <br />Based on the maximum pit disturbance at cells 8 and 10 and rate(s) of pumping required until the cells aze <br />reclaimed, please provide a prediction of the expected "cone of depression" to result from pit de-watering <br />activities. The assessment should specify the lateral and horizontal extent of drawdown to be expected. <br />Please respond. <br />8. The Applicant has specified that an 18-inch slide gate and an 18-inch transfer pipe will be installed in <br />the un-mined embankment between the two ponds to transfer water from LRM Storage Pond # 1 to LRM <br />Storage Pond #2. Please specify the timing, installation method, and cost for installation of the slide gate <br />and transfer pipe. Itemized costs for each installation should be included in the revised Exhibit L - <br />Reclamation Cost. Please respond. <br />9. Attached is a copy of review comments from the Office of the State Engineer (OSE). Please respond <br />and indicate the status of the revised TSSP to account for additional evaporative loss from 5 additional <br />acres of water surface in Cell #10. <br />6.4.10 EXHIBIT J - Vegetation Information <br />10. The Applicant specifies on Exhibit J that Russian Olive trees border the site on the north and the west. <br />Please note that Russian Olive is listed as a "noxious" weed per the Colorado Noxious Weed Act and as a <br />result, the Applicant will need to provide a weed control plan that addresses control measures to be <br />implemented for any Russian Olive trees that occur on the site now or during the fife of the operation. <br />Attached is a copy of the Division's policy and management guideline for Russian Olive.
