Long Denver, CO 80203 o~~~s~on Director Re: Bowie Mine No. 1 (Permit No. C-81-038) Technical Revision Application No. 31 (TR-31) Incorporate Revised Air Emissions Permits into Permit Dear Mr. Pearson: The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section I I6, Paragraph 4, of the Colorado Revised Statutes, that on April 26, 1999, an application to revise coal mining operations at the Bowie Mine No. I was considered complete for the purposes of filing. The revision was submitted by Bowie Resources Limited. All review and comment periods as provided in the Act and the Regulations initiate from this date of filing. The approval of this revision would incorporate revised air emissions permits (construction permits) into the Bowie No. I permit for the train loadout and for the mine site itself. The revised air emissions permits have increased the maximum production limit at the train loadout from 1.7 million tons per year to 3.0 million tons per year. The air emissions permit production limit at the mine site remains at one million tons per year. No new land will be disturbed. There will not be any changes to the facilities or the hydrologic protection system. There will be an increase in the water consumptive use at the train loadout. The underground coal mining operation is on land located approximately 3 miles north of Paonia, Colorado. The permit area is further described as follows: Portions of Sections 1, 2, 3, 10-I5, 22-25, Township 13 South, Range 92 West of the 6th P.M. Portions of Sections 5-8, 17-19, 39-32, Township 13 South. Range 91 West of the 6th P.M. The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Bowie. A copy of the technical revision application is available for public inspection at the Delta County Courthouse, 5th & Palmer, Delta, CO 81416, and at the Division ofTice. In order for us to comply with regulatory time frames, we request that comments be submitted within fifteen (I S) days of [his letter. However, comments may be recieved at the Division within thirty (30) days of the publication of the public notice of the completeness for [his Technical Revision.
