Lang <br />FROM: Jim Pendleton - D.visian Director <br />RE: West Elk Mi a ain Coal Company) - <br />Permit Revision No. PR-07 -Second Response <br />to Geotechnical Adequacy Comments <br />(Permit No: C-80-007) <br />Introduction <br />I have reviewed the second response to adequacy comments submitted by Mountain Coal <br />Company (MCC) on April 24, 1997, for their Permit Revision No. PR-07. This revision proposes <br />expansion of their surface facilities area into upper Sylvester Gulch at the West Elk underground <br />coal mine in the North Fork of the Gunnison River Valley. <br />Third Round Geotechnical Adequacy Comments <br />Response to Question #22. <br />The Division requested that MCC provide available data regarding the expected longevity and <br />degradational character of the proposed geotextile slope reinforcement materials proposed to <br />be retained in the reclaimed configurations within the SGFA. MCC has provided data provided <br />by manufacturers and specification issuing agencies, such as ASSHTO and FHWA concerning <br />the corrosion and deterioration characteristics of both wire fabric (gabbions) and commercial <br />fabric geotextiles. Further, both materials have been demonstrated to provide at least 70 years <br />serviceable life, in conformance with governmental specifications. This submittal by MCC <br />satisfies my adequacy concern regarding longevity of these reinforcement products as a <br />component of the reclaimed landforms. <br />Response to Question #71. <br />MCC has responded to the Division adequacy concern addressing slope stability of the <br />
